Abstract

The European Security Strategy (ESS) released by the EU in December 2003 was widely welcomed (also in Washington) and praised for being a balanced reaction to the challenges of the previous years and months: from the end of the Cold War to the ethnic-based conflicts of the 1990s, from 9/11 to Iraq. Five years later, the EU embarked on a reassessment of the ESS that generated a detailed Report finalised in December 2008.

What value and impact did the original ESS have? To what extent has it been reviewed and adjusted? How is it likely to affect EU policy? And what connections may be established between the revised ESS and the new Strategic Concept that NATO is starting to draft?

Bio

Dr Missiroli is the Director of Studies at Brussels’ pre-eminent think-tank, the European Policy Centre. He holds a PhD in Contemporary History from the Scuola Normale Superiore (Pisa) and a Masters in International Public Policy from the School of Advanced International Studies, John Hopkins University in Bologna. He is also a professional journalist who contributes to newspapers and periodicals across Europe and is well known in European policy circles as a respected and influential commentator on EU affairs. His publications include papers and books on CFSP, ESDP, EU institutional matters, Scandinavia, political opposition, Central Europe and Italian foreign policy.
