CERC Jean Monnet Public Lecture: ''From Fischer to the European Constitution and Beyond"

Abstract

The paper will analyse the emergence of a debate on a European Constitution, the Convention and IGC that led to the European Constitution and the failure to ratify it, following its rejection in France and the Netherlands.

Biography

Professor B. Laffan is Principal (Dean) of the College of Human Sciences, University College Dublin and Jean Monnet Professor of European Politics of the School of Politics and International Relations, UCD. Professor Laffan was awarded her PhD by the University of Dublin (Trinity College) in 1987 and was elected as a member of the Royal Irish Academy in 2005. She was founding Director of the Dublin European Institute (DEI), Ireland’s leading social science centre for teaching and research on Europe. Professor Laffan was a visiting Professor at the College of Europe, Brugge from 1991-2004. She has held visiting professorships at the University of Edinburgh and the University of Leiden. In 2002, Professor Laffan was awarded a Government of Ireland, Senior Research Fellow by the Irish Research Council for the Humanities and Social Sciences (IRCHSS).

Professor Laffan has published widely on the dynamics of European Integration and on the relationship between Ireland and the European Union. Her books include Renovation or Revolution: new territorial politics in Ireland and the United Kingdom (contributing editor with J. Coakley and J. Todd), UCD Press, 2005, Organising for a Changing Europe: Irish Central Government and the European Union, Dublin: Trinity Blue Paper, 2001, Europe's Experimental Union. Re thinking Integration with M. Smith and R. 0 Donnell, Routledge, 1999, The Finances of the Union, London: Macmillan, 1997, and Integration and co operation in Europe, London: Routledge, 1992. She has published 25 peer reviewed articles in journals such as the Journal of Common Market Studies, the European Journal of Public Policy, West European Politics and German Politics.
